Just a few years ago, China was in a mad dash to buy up the world's resources, particularly those in Africa.�China Petroleum & Chemical (NYSE: SNP  ) , also known as Sinopec, was not only in Argentina taking over Occidental Petroleum's oil and gas fields, but it was also was negotiating for deepwater assets off Angola.

PetroChina�and�CNOOC�have bought assets in Uganda, Ghana, and various western African states. China National Gold tried (but failed) to buy�Barrick Gold's� (NYSE: ABX  ) �African assets in Tanzania. The state bank ICBC owns 20% of South Africa's Standard Bank and wants to buy as much as 60% of it.

And since China holds our financial future in its hands, as it has been buying up our debt through the Federal Reserve's foolhardy policies, this concentration will be particularly worrisome if Ben Bernanke's endgame falls apart. According to the analysts at the Rhodium Group,�Chinese investment in the U.S. was a record $6.5 billion last year. Africa hasn't been the only ripe plum China's been plundering, but it�could become a major opportunity for investors, as other countries have read its playbook and are following suit.

Gulf Resources, Inc. Bromine and Crude Salt

Crude Salt

Once the brine is returned to the surface and the bromine is removed, the remaining brine is pumped to onsite containing pools and then exposed to natural sunshine. T! his causes the water to evaporate from the brine, resulting in salt being left over afterwards. Crude salt is the principal material in alkali production, as well as chlorine alkali production and is used in the chemical, food and beverage, and other industries.

Chemical Products

The Company produces chemical products through its wholly owned subsidiary, SYCI.     Another under-$10 basic materials player that's starting to move within range of triggering a major breakout trade is Gulf Resources (GURE), which manufactures and trades bromine and crude salt, and manufactures and sells chemical products used in oil and gas field exploration. This stock has been a favorite target of the bulls so far in 2013, with shares up sharply by 140%.

    If you take a look at the chart for Gulf Resources, you'll notice that this stock has been uptrending strong for the last six months, with shares soaring higher from its low of $1.10 to its recent high of $3.10 a share. During that uptrend, shares of GURE have been consistently making higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of GURE within range of triggering a major breakout trade.

    Market players should now look for long-biased trades in GURE if it manages to break out above some near-term overhead resistance levels at $2.87 to its 52-week high at $3.10 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 467,986 shares. If that breakout hits soon, then GURE will set up to enter new 52-week high territory, which is bullish technical price action. Some possible upside targets off that breakout are $4 to $4.50 a share.

    Traders can look to buy GURE off any weakness to anticipate that breakout and simply use a stop that sits right below some near-term support levels at $2.38 a share, or near its 50-day moving average of $2.23 a share. One can also buy GURE off strength once it starts to clear those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Make hay while the sun shines
    For instance, the biggest gainer in the IPIG portfolio this past week was Air Products and Chemicals (NYSE: APD  ) . The company reported so-so earnings but nevertheless leaped skyward after adopting a poison pill on rumors that it may be a target of activist investor Bill Ackman. While the gain is nice, the drivers are dubious, and it suggests a healthy dose of skepticism is warranted.

    Oppenheimer’s Edward Yang and Luis Amadeo explain why poaching Ghasemi from�Rockwood is good news for Air Products & Chemicals:

    Mr. Ghasemi led Rockwood Holdings through its divestiture of seven “non-strategic” businesses (Advanced Ceramics, Clay Additives, TiO2 and four other) for a total enterprise value of ~$3.9B. While his experience in industrial gases was the key consideration, his hiring could signal that Air Products & Chemicals may be open to divestitures, which have been anticipated by activist investors.

    Although�Air Products & Chemicals has not expressed intentions to divest any of its businesses, investors have periodically questioned whether or not�Air Products & Chemicals should sell its volatile Electronics business (~17% of sales), which is more cyclical than its core industrial gases business.

    As a reminder, Air Products & Chemicals was in the low $90s when activist Bill Ackman told investors in July 2013 that he had taken a major position in a large-cap, investment-grade US corporation. Since then Air Products & Chemicals has closed its valuation gap with Praxair (PX), although restructuring has been limited so far.

    The one problem: Air Products & Chemicals valuation. “[Air Products & Chemicals] has generally been at a discount to [Praxair] in the last five years due to its mix and more volatile performance, but closed the gap last year on activist involvement and potential restructuring,” Yang and Amadeo note.�Air Products & Chemicals trades at 21 times 2015 earnings, in line with Airgas’s (ARG) P/E ratio of 21.5 but well above Praxair’s 18.5 times.

    The basic materials sector is highly cyclical. It relies on a strong economy to create demand for its raw materials. Since most of its products are considered to be commodities, the sector is sensitive to supply and demand fluctuations, with end-users able to substitute based on price.

    Historically, yields in this sector have been on the lower end of the scale. However, with the increased demand for certain raw materials, the stocks in this sector are beginning to see higher yields with increased profitability. In addition, depressed prices on some companies have also boosted yields.

    This week, I screened my dividend growth stocks database for Basic Materials companies with a yield above 2.0% and that have increased their dividends for at least 10 consecutive years. The results are presented below:
